he IGAD Council of Ministers held its 55th Extra-Ordinary Session in Addis Ababa on 30-31 January 2016 under the Chairmanship of H.E. Dr. Tedros Adhanom, Minister of Foreign Affairs of the Federal Democratic Republic of Ethiopia and Chairperson of the IGAD Council.
The session was attended by H.E. Amb. Mahamoud Ali Youssouf Minister of Foreign Affairs of the Republic of Djibouti; H.E Amb. Amina Mohamed Minister of Foreign Affairs of the Republic of Kenya, H.E. Dr. Abdusalam Omer Minister of Foreign Affairs of the Federal Government of Somalia; H.E. Prof. Ibrahim Ghandour Minister of Foreign Affairs of the Republic of the Sudan; H.E. Dr. Barnaba Benjamin Minister of Foreign Affairs of the Republic of South Sudan; H.E Amb. James Mugume Permanent Secretary, Ministry Foreign Affairs of the Republic of Uganda; Amb. Francisco Caetano Jose Madeira Special Representative of the Chairperson of the African Union Commission (SRCC) for Somalia, and H.E. Eng. Mahboub Maalim, IGAD Executive Secretary.
The Council was briefed by H.E. Dr. Abdusalam Omer and IGAD Special Envoy to Somalia H.E. Ambassador Mohamed Abdi Affey on the situation in Somalia. The Council also received briefings from H.E. Dr. Barnaba Benjamin, Minister of Foreign Affairs of the Republic of South Sudan and H.E. President Festus G. Mogae, Chairperson of the Joint Monitoring and Evaluation Commission (JMEC) on the current situation of the Republic of South Sudan.
Notes the Federal Government of Somalia’s commitment to ensuring an inclusive electoral process within the constitutionally mandated timeline in 2016 and commends the Federal Government and regional federal states for their efforts to seek a consensus agreement on a model for the 2016 elections.
Supports the Federal Government’s decision on a model for the 2016 elections and directs the IGAD Office for Somalia to assist the Federal Government and regional federal states to ensure an inclusive and consensus based implementation of this model. In this regard, requests IGAD Member States and international partners including the UN’s collaboration in confronting spoilers of Somalia’s political and security process in this vital year of 2016.
Decides to establish an IGAD Ministerial team composed of the Chair (Ethiopia) and Rapporteur (Kenya), Djibouti and Uganda to support the Federal Government’s engagement with federal states in order to ensure the smooth and timely implementation of this electoral model.
Urges the Federal Government to rapidly conclude the remaining Hiraan and Middle Shabelle state formation process and the on-going dialogue and reconciliation between the Galmudug Federal State and Ahlu SunnaWal Jamaa (ASWJ).
Commends the continued courage and commitment of AMISOM and Somalia National Security Forces and condemns the recent Al Shabaab attacks in El Adde and at the Lido beach in Mogadishu as well as all attacks against the civilian population. The Council notes that significant progress has been made since AMISOM’s initial deployment in 2007 but agrees that the attacks in Leego, Janaale, El Adde and Mogadishu, show that overall progress remains fragile.
Welcomes the offer made by the Foreign Minister of Djibouti that his country hosts a Summit level meeting of AMISOM Troop Contributing Countries before the end of February 2016 to consider proposals on how to revitalize the current campaign, secure outstanding force enablers, deliver effective command, control and co-ordination across sectors and establish a sustainable financing framework and requests the African Union Commission to urgently initiate preparations for this meeting.
Recommends that the AMISOM TCC Summit is preceded by an African Union Commission expert level meeting bringing together TCC Chiefs of Defence and the Somalia National Army leadership to develop concrete proposals for adoption by the February 2016 Summit meeting.
Welcomes the appointment of His Excellency Donald Kaberuka as the African Union’s High Representative for the African Union Peace Fund and recommends the establishment of an AU, IGAD, UN joint expert working group to develop proposals for sustainable AMISOM financing. The experts’ findings and proposals will be presented at the February 2016 AMISOM TCC Summit.
Commends the Federal Government of Somalia’s decision of 9 September 2015, to fast-track public financial management reform within the security sector and urges swift implementation and international support to this important initiative as AMISOM’s exit and the IGAD region’s security is directly linked to the ability of the Federal Government of Somalia to predictably finance and manage its security forces and institutions.
Notes with concern that the IGAD sub-region is facing a number of inter-related transnational security threats- most notably increased levels of terrorism and radicalization and recognizes that the recent worrying pledges of allegiance to the Islamic State (IS) by some Al Shabaab elements and the regional security implications of the Yemen conflict have highlighted the need for effective mechanisms for joint security co-operation to tackle the most critical common security threats.
Recommends the establishment of a Regional Security Co-operation Framework (RSCF) between Somalia and its neighbors and the establishment of a platform for regular security dialogue and co-ordination to address common security threats and challenges and decides to hold a Ministerial meeting with relevant IGAD member states to implement this initiative on the sidelines of the February 2016 AMISOM TCC Summit meeting in Djibouti.
Reaffirms the strong solidarity among IGAD member states and their commitment to continue supporting state-building and reconciliation in Somalia and expresses appreciation for international partners and organizations that are currently providing financial , material and technical assistance to Somalia.
Commends the critical role that the IGAD Office of the Facilitator for Somali Peace and National Reconciliation continues to play in supporting the implementation of the Federal Government’s Vision 2016.
Proposes that the next IGAD Assembly of Heads of State and Government be held in Mogadishu.

Voters in the self-proclaimed republic of Somaliland are heading to the polls on May, 31 to choose their member of parliament for the first time since 2005.
Somaliland broke off from mainland Somalia after the regime of Siad Barre in 1991.
The 5.2 Million citizens of Somaliland will be making yet another stab at global recognition as some 1.3 million voters head to the polls to choose 82 members of parliament and 247 local councils.
An election whose measure of democracy Somaliland hopes to use in its quest to certify its sovereignty.
Somaliland’s three political parties in the polls are opposition politicians Faisal Warabe’s UCID, Wadani led by another opposition leader Abdirahman Erye and President Muse Bihi Kulmiye party.
The elections is observed by over a hundred international observers including Uganda’s former opposition leader, Kizza Besigye and ex-president of Sierra Leone, Ernest Bai Korma.
”Our visit to the headquarters of the Somaliland National Electoral Commission left us with a good impression about the Commission’s preparedness to conduct peaceful and credible elections,” said in a Twitter post.
The elections are taking place in six regions of Somaliland, namely Awdal, Sahil, Marodi-Jeeh, Toghdeer, Sanaag and Sool.
3 Somalia Regional States Say No To Farmaajo Term Extension.
The regional state leaders of Southwest, HirShabelle, and Galmudug allied with incumbent President Mohamed Abdullahi Farmaajo have opposed to any form of extension on Tuesday evening.
In a joint statement Galmudug and HirShabelle called for dialogue based on 17 September pact.
“We agreed that the country should hold elections as soon as possible and that any form of extension should be abolished,” read part of the joint statement by HirShabelle and Galmudug.
Southwest leader Abdiaziz laftagaren also opposed the term extension of the President just an hour after Galmudug and HirShabelle released a joint statement.
The move by the three regional states allied to President was welcomed by Somali Prime Minister Mohamed Hussein Roble who also instructed the military commanders to pull back forces to their locations and barracks.
“I would like to welcome the press statements made by Galmudug and HirShabelle federal states, ” PM Roboe said in a statement.
“I call on the FMS states of Puntland and Jubaland and Benadir region to fully commit to a peaceful process in our efforts to hold free and inclusive election, ” he added.
United Nations, United Kingdom, United States and opposition leaders including former President Hassan Sheikh Mohamud commended the move by the regional states.
“The UN in Somalia noting statements by Qoorqqor, Ali Gudlawe, PM Roble and others recalls int’l partners position: consensus is vital for any electoral process; only 17 September model can be endorsed by FGS and all FMS; all parties must reject violence and resume dialogue, ” the United Nations said.
The development comes as families in some parts of Mogadishu fleed from their residences and moved to other district followings clashes.

Somali National Security Minister Hassan Hundubey has warned opposition groups to be wary of “unknown elements” including Al-Shabaab and Daesh who might seek to use the current crisis to inflict harm to the public.
Speaking to the media on Tuesday said that the government may take action to confront people with the “behaviour of militias” who are taking advantage of the situation.
“The government has enough troops to take control of the city. It is Ramadan, but more actions need to be taken to prevent it.” mr. Hundebey said.
”The reason the prime minister called for dialogue is that the government does not want the fighting to affect the residence,” he added.
The remarks by the interior minister come hours after the international partners strongly condemned the outbreak of violence in the capital.
“We are alarmed especially by the emerging fragmentation of the Somali National Army along clan lines, which detracts from its primary task of combating Al Shabab and protecting the Somali population. Use of security forces for the pursuit of political objectives is unacceptable” the statement read in part.
As tensions increase in Mogadishu following Sunday clashes between government soldiers and those who were against President Farmaajo’s two years term extension.
